New User role can not edit other users (Authos / Admin)

Hello there,

I have created a role with all the capabilities as admin and it seems that I can not edit author and admin users with this profile.

I am NOT using Woocommerce and have tried deactivating and reactivate the User Role Editor plugin.

I have tried the solution bellow with no luck

Is there any workaround for this one?
