New/Existing Role Does Not Have Access to Dashboard

This may be an old problem but I can’t see the fix. I have a very simple website. My single “author” needs to access the main menus and edit them.

I give him access via URE but he cannot see the dashboard ie Appearance/Menus
All he can see (whatever I do) is: Dashboard/Posts Media Profile Tools

This is rather desperate as I’ve just bought URE so that he can update the latest Covid news.

Did you add ‘edit_theme_options’ capability to ‘author’ role?
