manage_options capability won't save

I created a new role based on Editor and wanted to give access to manage_options (which is necessary to give access to Redirection plugin, as per other posts in this forum). However, when I check manage_options and select Update, the screen reloads and the manage_options box is unchecked again.

Try to deactivate all plugins except URE Pro and test again. Will issue go away? If ‘Yes’, activate plugins back one by one to isolate a problem.
