How to add ability to edit Footer

Hello,

I’m trying to setup an Editor role with limited access to the Appearance Menu. I have most of it working but can’t give the role permission to edit the footer. The user can access the page from the Appearance Menu and enter text but when saving gets the messages “You need a higher level of permission” and “Sorry, you are not allowed to manage options for this site”. The footer is part of the theme. I have enabled edit_theme_options and edit_themes.
