Hide admin bar – Lower user role takes precedence

I have two roles set up:

Admin
Staff

All users need to be in staff so they appear in a filtered user drop down list. I then have admins who control the site with backend access etc.

The staff group has the “hide admin bar” option selected, the admin group does not.

Admin users do not see the black admin bar now. Surely this is wrong. Surely the higher admin role should take precedence over the lower staff role?
