Create role from two other existing roles

Can I create a role that combines two or more other roles.

I have a client who wants a number of custom roles that suits their organisation. However, there are roles created by plugins and WordPress roles that work fine for them. But they need a combination of them for their customised roles, rather than me adding this via each person.

How can I create a role with say zero Core capabilities, but then add other roles only?

I thought about such feature, like inclusion roles to the other role, but it is not realized yet.
