I’m encountering an issue where I’m trying to grant my user role access to Appearance > Customize and my changes aren’t being applied. I have “edit_theme_options” checked. When I go into the Admin Menu section of User Role Editor, I unblock Appearance > Customize. After I click Update, I get a confirmation saying “administrator access menu data was updated successfully,” however when I click on the Admin Menu button again, I see that Customize is still checked. I’m able to unblock every item under Appearance except for Customize. What could be the issue here?

    Thanks

Thank you for providing the additional information.

1st, I tried to repeat the issue on the test site – without success.
2nd, I looked your video more carefully and found that you have the blocked menu item Astra->Customize, which has exactly the same link customize.php.

URE blocks not directly the menu item. It counts hash for the menu item link, then compares hash calculated for menu item with the list of blocked hashes. Here the hashes are identical for two different menu items. Thus, if one item is blocked, URE automatically blocks another menu item with the same link.
