How to allow role to edit users but not those of Administrator or Editor role?

Is it possible with the plugin to allow certain roles to create/edit/delete user accounts, but not of specific Roles like Administrator?

For example, with a membership site we have a Membership Manager role that needs to be able to edit the accounts of the members, but the role provides access to create/edit/delete/promote ALL users. We would like to restrict this role from being able to create/edit/delete Administrator accounts and not be able to promote accounts to other/specific levels.
